The Ohio House of Representatives has successfully passed the Ohio Homeowners Relief Act, known as House Bill 187. The bill, sponsored by State Rep Adam Bird (R-New Richmond), aims to provide relief to Ohio homeowners by introducing changes to how property taxes are determined.

Under the new legislation, the Tax Commissioner will collaborate with local elected officials to assess a county's property values over the past three years. This three-year average will then be used to calculate property tax, instead of relying solely on the current year's valuation.

Explaining the need for this bill, Rep Adam Bird highlighted the impact of inflationary pressures on the residential real estate market. He specifically mentioned the significant property value increase recommended by the Commissioner in his home county of Clermont, where a 43% rise was proposed in just one year. Bird believes that implementing the Ohio Homeowners Relief Act will provide much-needed relief to Ohioans facing escalating property taxes.

The motivation behind this legislative change is the recent surge in property valuations across various counties in Ohio. Among the 11 counties affected by the proposed 43% increase in property values, Butler and Clermont stand out. Additionally, farmland is expected to experience a staggering 110% valuation increase.

With the Ohio House of Representatives successfully passing House Bill 187, the legislation will now move to the Senate for further consideration. If approved, the Ohio Homeowners Relief Act will bring significant changes to property tax calculations, offering relief to homeowners burdened by rising property values.
